The Republic of Serbia founded the public broadcasting service Radio-television Vojvodina (RTV) through the Law on Radio-diffusion in 2002. The frequency of RTV covers the territory of Vojvodina and 60% of Serbia, including the capital, Belgrade.

Radio-television Novi Sad was founded as a sub-unit of Radio-television Beograd in 1971. Today RTV employs around 1200 people across seven media platforms – RTV 1, RTV 2, Radio Novi Sad 1, 2 and 3, the youth internet Radio O and the RTV website. 

The management, financial and editorial structure of RTV is regulated through the Law on Public Broadcasting Services which was adopted in 2014. The revenues of RTV include state subsidies (52.04%), subscription (41.73%) and commercial activities (3.11%). 

After Igor Mirovic, a member of the ruling SNS, was elected as Prime Minister of the Vojvodina Provincial Government in 2016, the work of RTV began to be mired in various irregularities. The sacking of a large number of journalists and abolition of popular programs culminated in May 2016 when dissatisfied citizens and journalists began the “Podrzi RTV” [Support RTV] initiative.

A key focal point of the protest would soon become the sacking of Program Director Slobodan Arezina in 2016, which the management of the television station argued was due to the declining rating of the station. After a legal farce which lasted for more than two years, the Appeals Court in Novi Sad reinstated Arezina to the position of program director at the television station. Nevertheless, he resigned in December 2018.

Dissatisfaction with the reporting of RTV again became an issue after part of the public, led by the opposition, began protests in towns across Serbia in early December 2018. Representatives of the ‘1 of 5 million’ organization, which leads the protests, demanded an urgent meeting with the management of RTV in March 2019. While protest organizers referred to the dissatisfaction of the public with RTV’s reporting, the management of this media house described such action as pressure on the media. Nevertheless, three members of the Program Council of RTV came out and said that the management of RTV should take on board the citizen’s demands or step aside if it is not capable of facilitating debate.

Jova Radic – President of the Managing Council
Professor at the Economics Faculty in Subotica and former member of the Socialist Party of Serbia (SPS). During the 1990s, Radic was the president of the Executive Council of Vojvodina (1992) and Minister of Labor, Employment, Social and Veterans Affairs from 1994 to 1996. In addition to this, he was also the deputy general manager of NIS, the formerly state-owned oil and gas company. Radic left the SPS following the democratic changes of 2000 and joined the Democratic Socialist Party (DSP) of Milorad Vucelic. During 2016, program director Slobodan Arezina was fired on the recommendation of Radic, after which many journalists, editors and managers left RTV or were dismissed under unclear circumstances. He was also a candidate for the Managing Council in 2014.


Istvan Teneji
Worked as a salesman of plastic components in the construction sector. He was nominated to the Managing Council of RTV by the Centre for the Development of Entrepreneurship and Entrepreneurial Skills from Novi Sad. This NGO was established by Mirjana Maksimovic, a member of the Program Council of RTS and Program Council of RTV from 2012 to 2015.


Marko Calic
Marketing consultant at NLB bank. Nominated to membership of the Managing Council of RTV by the Centre for Dialogue and Democracy. The same organization nominated Djordje Vozarovic, a member of the Managing Council of RTS.

Aleksandar Komnenovic
Audio-visual artist, he found himself on the list of candidates for the RTV Managing Council in 2014.

Borislav Pupovac
Lawyer and candidate from 2014.

Branislav Popovic
Economist by profession, he worked on the projects of leading private companies such as Hemofarm, Delta Holding and Energija Tehnika Gradnja. Popovic was a member of the managing councils of the weekly Dnevnik, Vojvodina football club, JAT airline and NIS.

Jovan Adamov
Retired orchestra conductor, composer and music producer with a successful career on RTV. The Association of Composers of Vojvodina, which was established and led by President of the Managing Council Radic, nominated him. He was also nominated for the Managing Council in 2014.

Nenad Djuretic
Holds an MSc in Political Science.

Branko Bjelic
Employed at the Economics Faculty in Subotica as a professor since 2000, teaching general economic theory and policy.

Maja Petrovic
She came to the helm of the Program Council in May 2017, after Aleksandra Djuric-Bosnic left this post. Unhappy with the reporting of the student protests going on at the time, Djuric-Bosnic resigned from the post of Program Council head. Maja Petrovic has a legal professional background. At the same session, her deputy – Smiljka Seljin, a journalist – was also chosen. Aside from these three members, the Program Council of RTV has another twelve members, among them:

Nenad Djuretić and Branko Bjelic were chosen to the membership of the Managing Council of RTV during 2017.

Subscription – Funds gathered on the territory of the Autonomous Province of Vojvodina will be divided so that 70% goes to RTV and 30% to RTS. It is interesting to note that the way in which the funds from the television subscription are allocated was an equally important question in the 1970s as it is today. In the period 1970-1973, while the building of RTV was being built, RTV received anywhere between 50% and 90% of the subscription fee, which was charged for each receiver.

Through the amendments to the Law on the Temporary Determination of the Manner of Charging the Tax for the Public Media Service which the Serbian Parliament adopted towards the end of 2018, the amount of the subscription fee was increased to 220 dinars from the former 150. This measure has been in force since 1 January 2019.
